Description
The Sustainable Non-Revenue Water Reduction component of the Jordan Water Sector Efficiency Project aims to enhance the efficiency of water services by addressing water losses and improving operational systems.
The primary objective is to reduce non-revenue water (NRW), which includes both physical losses (leakages) and commercial losses (meter inaccuracies and unauthorized consumption). This reduction will improve water availability and financial sustainability of the water sector.
Key Components
1. Infrastructure Investments:
• Rehabilitation and Replacement: This involves restructuring and rehabilitating water supply networks, including household connections and meters. The focus is on creating hydraulically isolated District Metered Areas (DMAs) to better manage and monitor water distribution
• Network Zoning: Establishing DMAs to isolate sections of the network for better control and monitoring. This helps in identifying and addressing leaks more efficiently
• Pressure Management: Implementing systems to regulate and maintain pressure within the network to prevent pipe bursts and reduce leakages
2. Modernized Systems for Sustaining NRW Reduction:
• Operational Capacity: Strengthening the central NRW unit and the water companies' capacity to plan, monitor, and sustain NRW reduction efforts
• Digitalization: Implementing digital systems such as Supervisory Control and Data Acquisition (SCADA) and Geographic Information Systems (GIS) for real-time monitoring and management of water distribution
• Customer Relationship Management: Improving billing and collection systems to reduce commercial losses and enhance customer service
3. Institutional Strengthening:
• Utility Performance Improvement: Applying the Utility of the Future framework to assess and improve the operational, managerial, and financial performance of water companies
• Training and Capacity Building: Providing training for staff on operational and technical systems for NRW reduction
• Community Engagement: Engaging with local communities to raise awareness about water conservation and improve demand management
Qualifications required
Only the experts meeting the set criteria will be shortlisted and contacted.
• Bachelor's degree in Electrical Engineering, Computer Science, or a related field.
• Advanced degree or certification in SCADA systems is preferred.
Professional experience required
• Minimum of 10 years of experience in designing, implementing, and maintaining SCADA systems.
• Proven track record of successful SCADA system integration in large-scale infrastructure projects, preferably in the water sector.
