NIRAS is looking into a new evaluation opportunity with LuxDev: the Mid-term evaluation of the Skills for Tourism, Agriculture and Forestry (STAF) programme in Laos. We expect the contract to run from April to September 2025. We are looking for an Employment and labour market expert to be Key Expert 2 in this short-term assignment.

Qualifications required

Only the experts meeting the set criteria will be shortlisted and contacted.

Master’s degree and proficiency in English.

Professional experience required

• at least 8 years professional experience in private sector engagement and labour market analysis
• proven experience in the informal employment sector,
• proven experience in evaluation of development programme s/programmes,
• knowledge of how to consider cross-cutting themes (gender equality, environment and climate change),
• prior experience in Lao PDR is an asset.
