Description

NIRAS is looking into a new evaluation opportunity with LuxDev: the Mid-term evaluation of the Skills for Tourism, Agriculture and Forestry (STAF) programme in Laos. We expect the contract to run from April to September 2025, with an additional day of Exchange with ICP V evaluators in Sept/October 2025 (only for the TL).

Qualifications required

Only the experts meeting the set criteria will be shortlisted and contacted.

Master’s degree and proficiency in English.

Professional experience required

• at least 10 years' professional experience in formal, non-formal and informal VSD,
• confirmed professional experience in evaluation of VSD programmes,
• in-depth knowledge of cross-cutting themes (gender equality, RBA, environment and climate, change) and the use of related tools (environmental assessment, gender analysis, OECD-DAC marking, etc.),
• proven experience in the digitalisation of VSD systems,
• knowledge of the Lao PDR VSD sector is an asset.
