Asset Management Specialist (International)

Description
NIRAS is currently looking for an International Asset Management Specialist for one ADB-funded project in Laos PDR.
The objective of the assignment is to assess the baseline performance of the provincial nam papas (provincial water utilities, or PNPs) against key financial and operational performance indicators and to develop regulatory planning tools that will:
(i) Improve the technical capacity of the DWS and the PNPs in understanding how to manage and operate water supply and sanitation assets efficiently and how to identify and include climate change impacts on operation and maintenance (O&M)
services.
(ii) Promote and improve financial management, asset management, nonrevenue water (NRW) management, and proactive O&M of water supply and sanitation services.
(iii) Guide the development of a sustainable and resilient water supply and sanitation sector.
Scope of Services under this project
Output 1: Regulatory environment of the water supply and sanitation sector improved.
Output 2: Institutional and technical capacity enhanced.

Qualifications required
Only the experts meeting the set criteria will be shortlisted and contacted.
At least 10 years’ experience in the water supply and sanitation sectors. Previous experience developing asset eanagement plans, conducting asset life cycle assessments, condition assessments, and setting up asset management databases, registers, using SCADA/GIS is essential.
Professional experience required
Professional Experience Required for Asset Management Specialist Position:
Life Cycle Management and Digital Technologies: Extensive experience in assessing life cycle management approaches, including the utilization of digital technologies and evaluating the availability and reliability of asset data.
Asset Management Strategy Evaluation: Proven expertise in reviewing current asset management strategies, analyzing operation and maintenance planning, and identifying gaps and opportunities for improvement.
System and Tool Identification: Demonstrated ability to identify and recommend systems and tools to enhance efficiency in asset management practices.
Strategic Framework Contribution: Experience in providing strategic inputs for asset management strategies to be integrated into sector frameworks and technical guidelines, ensuring alignment with best practices.
Capacity Development Program Design: Skilled in contributing to the development of capacity-building programs to improve stakeholders’ understanding and implementation of effective asset management practices.
