NIRAS is currently looking for an International Nonrevenue Water Specialist for one ADB-funded project in Laos PDR.
The objective of the assignment is to assess the baseline performance of the provincial nam papas (provincial water utilities, or PNPs) against key financial and operational performance indicators and to develop regulatory planning tools that will:
(i) Improve the technical capacity of the DWS and the PNPs in understanding how to manage and operate water supply and sanitation assets efficiently and how to identify and include climate change impacts on operation and maintenance (O&M)
services.
(ii) Promote and improve financial management, asset management, nonrevenue water (NRW) management, and proactive O&M of water supply and sanitation services.
(iii) Guide the development of a sustainable and resilient water supply and sanitation sector.

Scope of Services under this project

Output 1: Regulatory environment of the water supply and sanitation sector improved.
Output 2: Institutional and technical capacity enhanced.

Qualifications required

Only the experts meeting the set criteria will be shortlisted and contacted.

Master's or Bachelor's degree in the relevant field. At least 15 years’ experience in water supply projects, and at least 8 years’ working on NRW projects in developing countries. Demonstrated understanding of water utilities, smart water technology with GIS knowledge. Technical expertise in
reviewing hydraulic models, system performance, water balance, preparing guidelines and strategies for management and monitoring of NRW reduction measures, initiating NRW audits, condition assessments is essential

Professional experience required

Professional Experience Required for Non-Revenue Water (NRW) Specialist Position:

Operational Performance Assessment: Extensive experience in evaluating the operational performance of water utilities, including assessing the status of Non-Revenue Water (NRW) across multiple service providers or utilities.

Collaboration with Specialists: Proven ability to work collaboratively with technical specialists, financial utility experts, and GIS specialists to provide technical support and facilitate the development of comprehensive NRW programs.

NRW Program Development: Skilled in overseeing the design and implementation of pressure testing and leak detection programs, as well as formulating service delivery improvement plans to address NRW challenges effectively.

Capacity Development and Framework Integration: Demonstrated experience in contributing to capacity development initiatives and integrating solutions into broader water supply and sanitation frameworks, ensuring sustainable improvements and operational efficiency.
