Water Supply Infrastructure Specialist (International Expert)

Description
NIRAS is currently looking for an International Water Supply Infrastructure Specialist for one ADB-funded project in Lao PDR.
The objectives of the assignment is to assess the baseline performance of the provincial nam papas (provincial water utilities, or PNPs) against key financial and operational performance indicators and to develop regulatory planning tools that will:
(i) Improve the technical capacity of the DWS and the PNPs in understanding how to efficiently manage and operate water supply and sanitation assets and how to identify and include climate change impacts on operation and maintenance (O&M)
services.
(ii) Promote and improve financial management, asset management, nonrevenue water (NRW) management, and proactive O&M of water supply and sanitation services.
(iii) Guide the development of a sustainable and resilient water supply and sanitation sector.
Scope of Services under this project
Output 1: Regulatory environment of the water supply and sanitation sector improved.
Output 2: Institutional and technical capacity enhanced.

Qualifications required
Only the experts meeting the set criteria will be shortlisted and contacted.
At least 10 years experience in water supply engineering, including infrastructure planning, operation and maintenance planning. Experience in NRW, GIS, and asset management planning is desirable.
Professional experience required
Professional Experience Required for International Water Supply Infrastructure Specialist Position:
Technical Assessment and Planning: Demonstrated experience in leading technical studies and assessments within the water supply sector, including the evaluation of asset conditions and the development of operational and maintenance plans.
Design Principles and Standards Analysis: Proven expertise in assessing and reviewing water supply design principles and criteria, as well as analyzing existing technical standards, with a particular focus on climate change impacts and adaptation strategies.
Asset Management and Performance Improvement: Skilled in identifying and implementing technical solutions to enhance asset monitoring, conduct condition assessments, and improve overall performance management within the water supply sector.
Sector Framework Development: Experience contributing to the creation of comprehensive frameworks for water supply and sanitation, including drafting technical guidance for sanitation services and designing capacity development programs.
