Team leader (Myanmar, Capacity Strengthening, Irrigated Water Resources Management)

The Government of the Republic of the Union of Myanmar (GOM) has received funding to finance the Capacity Strengthening for a Irrigated Water Resources Management (IWRM) consultancy, which will provide technical support to the Irrigation and Water Utilization Management Department (IWUMD) to implement the Irrigation System-Level Management Improvement activities.
Thus will support national and regional initiatives to promote sustainable irrigation management through IWRM in the context of climate change. The project will also aim at improving land tenure security and management, for instance through facilitating the issuance of land use certificates, updating and digitizing mapping of land use, and capacity strengthening, working closely with the Department of Agriculture Land Management and Statistics (DALMS) of MOALI.
There are several objectives as follows:
1. Promote improvement of irrigation management and build capacity of IWUMD, of Frontline Centers and of the agricultural coordination committees (ACCs) at the system level, including asset management, reservoir operations, agricultural planning, irrigation scheduling and performance monitoring;
2. Develop farmer-led management arrangements, including the formation of formal or informal water user groups (WUGs), and to ensure active participation by water users in the design and O&M of irrigation infrastructure;
3. Promote through a participatory approach water governance within the subproject irrigation systems; and
4. Implement system-level irrigation management, pilot-test tertiarylevel improvements, and train and provide capacity development of water users and WUGs in planning and operation and maintenance (O&M).

A master’s degree in hydrology or IRRIGATION engineering (or equivalent)
Professional experience required
Fifteen (15) years of experience in management and improvement of irrigation management including asset management, reservoir operations, agricultural planning, irrigation scheduling and performance monitoring
Experience and positive feedback/references from Myanmar would be mandatory.
Experience with farmer-led management irrigation through a participatory approach water governance.
Fluency in written and spoken English
Possible 12 months over a 24 months project duration with intermittent inputs
