This assignment is expected to be part of the future Danida Country Programme to Burkina Faso for the period 2021-2025, currently being formulated.
The preparation of the Country Programme has been delayed, so the tender process will probably not start before in March 2021

According to the draft Country Programme:
"Equitable public water supply services delivery, Burkina Faso. 2021-2025"

Denmark has long experience in the water sector in Burkina Faso and has substantially contributed to enhancing water supply and sanitation coverage in rural areas. Over the years, Denmark has played a lead role in developing and implementing a national sector investment programme, which today constitutes the framework within which government water sector funding and most sector contributions provided by other development partners are planned. The sector-wide approach has further contributed to technical skills development and capacity building in key public and private institutions, leading to a well-performing national water utility and a broad range of capable private enterprises contributing to the water and sanitation sector’s performance and providing job opportunities and income to men and women.

In line with the Danish priority of increasing the number of people with access to clean water in areas adversely affected by climate-change, this support will be continued with the overall perspective of reducing poverty (more than half of the rural population lives without access to clean water), enhancing resilience in local communities and restoring confidence in the state as provider of basic social services.

The Danish support will be channeled through the national investment programme, favoring support to rural communities with no access to clean water. To allow flexibility to respond to emerging needs tied to an accelerating humanitarian crisis (e.g. internal displacement), a substantial unallocated financial envelope will be included in the engagement.

Expected Outcomes of bilateral Support to Water and Sanitation
• Livelihood and resilience of rural populations is enhanced through provision of clean water to unserved or under-served communities
• Livelihood and resilience of rural populations is improved through hygiene sensitisation and promotion of adequate latrines
• IDPs benefit from access to water and sanitation services thus minimizing conflicts with resident urban host populations

Qualifications required

Niveau d’étude BAC+5 (niveau Master II) en développement rural, en génie rural, en développement local, en sciences humaines et sociales, en sciences politiques, économiques ou assimilés.

Min : 10 ans d’expérience du secteur de l’eau et de l’assainissement

Expérience dans les domaines du développement organisationnel et institutionnel, de l’accompagnement de processus de changement, de mise en place de systèmes de gestion innovants et de renforcement de capacités individuelles, organisationnelles et institutionnelles

Professional experience required

• Basé à Ouagadougou au Burkina Faso et sera chargé de l'ensemble des activités de l'assistance technique ;
• Expérience confirmée dans la planification et la gestion de projets/programme AEP en milieu rural et urbain au Sahel et préférablement au Burkina Faso ;
• Expérience confirmée dans le management d'équipes multidisciplinaires ;
• Aptitude à sortir du cadre strict de la technologie et avoir travaillé avec les problématiques institutionnelles au niveau national, régional et communal et compréhension du fonctionnement et de l'organisation du service public de l'eau ;
• Connaissance des questions transversales (changements climatique, genre, droits de l’Homme).
• Expérience internationale
