NIRAS is looking for a potential Team leader for an upcoming Help Desk to the EU /DG NEAR - "EU4Gender Equality" in the EaP countries.

The objective is to support the Eastern Partnership governments to implement reforms which deliver real results for all citizens by setting up a support team with EU expertise with experience on how reforms can be planned, designed and implemented to be consistent with the principles of gender equality and measures reducing poverty and economic development. Drawing from EU lessons learnt the support team should:

1. Provide support in the following policy areas with the potential to address polices, regulations and laws which often are gender-neutral and which do not consider marginal and excluded groups in society: Labour market policies; Family policies and family law; Economic policy and Public Financial Management; Taxes and tariffs; Social services and social insurance; Rural affairs; Youth policy and Trade and investment promotion.
2. Setting up short-term inquiries (potentially in Ukraine and Georgia) in relation to reforms that can give concrete recommendations on how the reforms should be designed to be inclusive and gender-responsive. The inquiries should bring together staff from relevant ministries, representatives of Academia, think tanks and CSOs.
3. Support the Eastern Partnership governments efforts on gender equality through EU actions.
4. Disseminate lessons learnt and updates on programme results on gender equality to the EU delegations and DG NEAR HQ.

The countries of focus are: Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine.

Qualifications required

Only the experts meeting the set criteria will be shortlisted and contacted.

Advanced university degree in social science, preferrable connected to gender equality
Experience working with EU institutions, international organisations and government stakeholders is required.
At least 10 years of experiences working with a focus on gender mainstreaming. At least 3 years of these shall be within international development cooperation.
Experience from at least three of the countries in question (Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine)
Good knowledge of right based approach policies and gender equality policies in the EaP countries and the EU
Excellent oral and written command of English. Excellent oral and written command of Russian would be considered an advantage.
Previous work experience in coordinating teams /being a Team leader and working with teams on a distance basis.
