The Government of Zimbabwe has received financing from the African Development Fund toward the cost of the Bulawayo Water and Sewerage Services Improvement Project, and intends to apply part of the agreed amount for this grant to payments under the contract for Consultancy Services for the Technical Feasibility and PPP Study for Wastewater Recycling In Bulawayo.

Objectives of the Assignment
The main objective of the assignment is the preparation for the technical feasibility and Public Private Partnership (PPP) study for treated wastewater from the existing wastewater treatment plants operated by BCC and reclaimed water re-use.

Feasibility Study
The Consultant is to holistically study all the potential treated wastewater and reclaimed water reuse options as detailed in the scope of work. The possible options for wastewater reclamation may include but are not limited to:
i. Potable uses
It is understood that reuse of wastewater for portable uses may not be viable and even socially accepted, however, Consultant is to study that option and come up with options and study the technical, financial and social feasibility of that option.
ii. Non-potable uses
a. Reuse in Agriculture
b. Forestry
c. Public Parks
d. Industry
e. Aquifer recharge (direct and indirect recharge)
f. Others

PPP Financing Study
The Consultant will study the options of PPP financing for the various potential wastewater reuse schemes and develop the functionality and suitability of the scheme to be adopted by City of Bulawayo. The Consultant will also prepare tender documents for the potential PPP option and provide technical support to City of Bulawayo during the tendering process.

Qualifications required

Ms. / PhD in financial management/economy or institutional management

Professional experience required

Min. 15 years’ experience with experience with public private partnerships, private sector involvement, experience with public service management (water supply and sewerage and service provision required and experience from southern Africa prefer and an advantage.

Duration

Approx. 3 months over a 12 months project duration with intermittent inputs
